Funding for Rural Non-Government Organisations
The Rural NGO Workforce Access to Education and Training initiative is a key initiative of the Department of Communities' Strengthening Non-Government Organisations strategy. It is funded through the Strengthening Rural Non-Government Organisations funding program - a key element of the Blueprint for the Bush strategy. The initiative aims to improve workforce capacity of rural and remote organisations by providing access to education and training.
Eligibility for this initiative
Rural non-government organisations need to meet three criteria to be eligible for assistance.
- The organisation must be funded through one or more of the following state government departments:
- Department of Communities
- Department of Housing
- Department of Child Safety
- Disability Services Queensland
- The purpose of departmental funding must be for the provision of human services delivery.
- The community organisation requesting funding must be providing services to areas included in the Blueprint for the Bush footprint.
The Blueprint for the Bush footprint excludes major regional centres such as Townsville-Thuringowa, Gladstone, Cairns, Rockhampton, Mackay and all of South East Queensland. However a worker may be resident and employed in a major regional centre, but may deliver services to rural or remote areas, in this instance the worker would be eligible.

Assistance Available
Help is available in two ways:
- Workforce Planning & Development
This component will assist rural NGOs and the education and training sectors to work together to build the skills of the rural human services sector. Both will work together to:
- identify, develop and prioritise strategies and plans to increase the capacity of the NGOs workforce
- identify what is required to overcome barriers to implementing these plans
- identify where the Flexible Subsidy Program can be best utilised to meet identified needs
- Flexible Subsidy Program
This component provides flexible funding subsidies to implement plans for increasing workforce capacity. These funds include, but are not limited to:
- Assistance with fees for:
- TAFE
- University or
- Other accredited training or education providers
- Expenses to support student placements in rural areas
- Assistance to backfill or to meet overtime requirements to support workers accessing education and training
- Assistance with tutoring and supervision of studies
- Assistance with implementing succession plans
- Assistance with expenses associated with tertiary studies such as:
- Residential fees
- Accommodation
- Travel
- Other expenses relevant to the education or training program
- Child minding to support training attendance
